Hello, I want to create a 3D computer game that I can put on a CD-Rom. Do I need to learn C++ to do this? Please give me any advice you can. Thank you, cricket.

Hey, you're going to need to learn to program before you have any games worthy of CD distribution.
In general you'll start out in C++ or some other language, people here will mostly recommend C++ as it's a C/C++ message board. After you learn the actual language you will learn addons and you can start making small games, eventually in a few years you may get into some serious projects, but don't expect it all to happen without a lot of hard work. And nobody makes a good 3D game as their first game.
