great start! i really like the fonts and menu. perhaps increase the line width, or add a large dot on the end to make it easier to see where the line is headed, and add a controls information dialog upon starting the game, or in the main menu.
what about AI, and therefore a single-player mode?? that'd be a consideration...also, you need to fix up some refresh and selection problems in the menu screen. Otherwise, this worked fine on my system!

-refresh problems are being fixed, i added a buffer which knocked them out
-the controls were displayed in the options menu, but since i disabled that (because it was real glitchy) you couldn't see them, i'll add a way to see them soon
-i'm writing some AI (the only AI in the game now can be turned on by adding the line DESIGN=1 to the cycles.cfg file) But my AI is either too good (like that AI there, which basically just mimics your behavior for the most part) or too bad, so it may be a while until i get a good balanced AI working.
-and as for those sleepless nights, not really, this entire game is just under 500 lines (WinAllegro & C++)
I did not notice any Lag or any glitches. But i don;t think i would with my machine

Oh ya, it was pretty cool, i wanted to let you know that it runs fine with WINXp Final. i did not have any problems with Install or running the game. Plz email me if you need anything else tested, I am trying to get INto game programming my self and have no problem Beta testing anything for anyone. PLz do not email me large files, but rather upload them somewhere and then send me a link and i will get back with you ASAP

I am fairly new to the Win32 API and have not actually created anything in detail myself, yet. The program looks good, but there was one problem that I encountered. I tested the app on:
Windows 2000 Professional

Service Pack 2
Besides what has already been identified, the program seems to need a proper method for shutdown, maybe through an added File menu. After a player loses, the windows locks on me. Clicking the Close or Kill (X) button on the terminal window will terminate the program, but it is forced and could cause problems.

i'm using the allegro shutdown function to exit, all thats out of my control really. Funny that it's freezing on your system.... I'll look into it. (Anyone else seen this problem)

PRetty much what happened was the console dos application loaded and then the second window opened up into a title screen. 2 green arrows were displayed and the header text and nothing more. From there, the window froze. As in "didnt response". I'd love to give you a deduction, but im a newbie. :-)

I have to solidly disagree my friend. The windows debate was plausable back in 98. But I think after about 8 years, they finally got it right in ME and 2000. I just hope they dont screw it up in XP. - Zedd

What was the header text? Just trying to figure out how far it went before it crashed.. was there a visible menu (single match, settings, credits, exit) or just CoZ Cycles and a version string?
Also, just checking, did you install everything properly?
