a) Download Allegro and try using it with Borland 3.1 to find the answer out for yourself
b) Download Allegro and the new version of Borland, then try using Allegro with that version of Borland.
c) Keep waiting for somebody to give you an answer, because you are either (a) too lazy or (b) too stubborn to try one of the two other options.

The reason that GDI is rarely mentioned or for that matter never mentioned is simple. GDI isn't a common API being used by a lot of the members here. Therefore, the members tend to recommend APIs that they use themselves. This behavior holds true in all instances of life; a person usually recommends a product that they use themself. See how simple the reason is?even though GDI is a viable solution for making a square appear on the screen, it is never ever mentioned.
Not to mention that the common APIs mentioned (Allegro, DirectX, SDL) are better for using with making actual games, rather than just trying to display an image to the screen. Some people may only ask how to display an image, but a lot of them have the true intent down the line to take that knowledge and to make a game with it. So giving a person the recommendation to an API that is more adapt for game developing is smart.
In conclusion the primary reasons why GDI doesn't get mentioned are as follows:
1) It is not a common API being used
2) It is not as adapt to game developing as other APIs are
