GIMP is unfortunately unix only, I think the best free image editor you're going to get in windows is paint (just kidding, but I dont think you're going to get anything brilliant, windows is a rip off market).
Unless you're using unix.

Sorry my mistake, I recognised it as being a unix program and I just checked under requirements, which are for unix, seems I didnt look hard enough.
Downloading GIMP for windows...
It is a fantastic program, but be very sure you're using the "hot patch" for Windows. It is necessary to make it stable, but once applied, it has run exceptionally well for me at least.
If you would like to add 3D to your graphical tools, let me suggest Blender.
