    What I ment was I am going to do a complete reinstall of the software. I will NEVER reformat again! I reformated about 30 times before (most within a 5 day period).

    Yes, it uses .NET Framework 1.1 by default, and that is the most common version. However, if you want to be sure, you can actually chose which version to use. To do this:

    1. Ensure your project is opened.
    2. Go to Project->Project Options
    3. Select the Configuration folder on the side, and under Debug select Runtime/Compiler.
    4. Under the compiler group, use the Compiler Version dropdown to select the runtime version you want to compile with.
