Well, you need an IDE:

And then you just need something to program!
You need to have a C++ compiler and a text editor with which to write C++ code. These tools could come together in an Integrated Development Environment, some of which are available for free (see the link).
Other than that you need a good C++ book for beginners (see our book recommendation thread: most likely candidates are Glassborow's You Can Do It! and Koenig and Moo's Accelerated C++). Note that C and C++ are different, though related, programming languages.

it says Eclipse is a cross language Ide, does it means that: I just need to download and install Eclipse once, then install the CDT and JDT to use c++ and java respectively?
I am not sure of the details, but generally yes. You get the IDE, then you install language specific components.
