anything I find about it are shady at best... are you sure there's no other way to do what you need without it?

he/she found a way around using urlmon.h... apparently they are (were) a member of these boards... they mentioned Fordy, Ethic, and vVv, not to mention the boards specifically

Even if you find the header, it probably won't work with your compiler.
See this Missing Header FAQ.
A program with non-standard headers is written for a specific compiler (or a specific type of compiler).

It should work because that link has urlmon.h specially for Dev-c++ which I'm using
