Check out DirectX if on Windows. There is no point in reinventing multi-media codecs, just use an existing library.

you're in for a lot of trouble. You'll have to work with 3rd party codecs for video/audio decoding, create a gui to display the image, and deal with a lot of errors ! you can however try to use some code from VirtualDub which is licensed under GPL.
