I personally dont feel the need to buy a compiler when there are so many free ones. use bloodshed dev-c++. and as far as books i used as a starting book
Accelerated c++ by andrew koenig and barbara e. moo

Cash? Bleh. You can easily find a free c++ compiler on the net, and there are many, many helpful tutorials you can find on the net also.

There are plenty of online tutorials but most of them only focus on general situations so i do recommened a book. do you have any programming experience because that can limit down the type of book you may need.
Also someone gave me this website with some books

Maybe you might want to bye one of these or just read the whole book online.
