    string

    I know that I can use string instead of char when declaring a char or an array

    So here is a function prototype written in c

    void decrypt(const char in[],char out[]);

    can I re-write it in c++ like this:

    void decrypt(const string in[], string out[]);

    No. It would be:

    void decrypt(const string in, string out);


    ...since a single string is an array of chars...

    Well you would want to pass out by reference.
