Not sure exactly whats involved but I believe it has something to do with a method of "learning" based on trial and error and throwing away choices that worked poorly in the past. It's modeled after the human brain if I'm not mistaken.

it can be used in a variety of things. game AI, scientific stuff, etc.
It is pretty much the same in all languages. It isn't practical in hardly any games, but for scientific studies and stuff it is.
Unless you are planning on programming scientific programs, I wouldn't worry too much about it
