Is Windows via C/C++ still a good book for Windows development?

I've been doing a fair bit of programming with the Win32 API and a friend gave me a book for Christmas called Windows via C/C++. It's the hardback edition and was still wrapped.

Had a read and really digging into it and having fun. I tried to find an amazon link to give to a friend as he wanted to take a look and I noticed it's out of print. I have the 2014 edition so not sure when it went out of print. The kindle edition seems to be available.

I also noticed for a new hardback some sellers want 900. I can't imagine my friend would pay so much for such a book.

Is this book still relevant to windows 10?

The 2014 edition was published in the middle of the Windows 8/8.1 era, and Windows 10 can be thought of as a superset of windows 8.1, in terms of APIs, so I'd say it's probably still somewhat relevant.
What can this strange device be?
When I touch it, it gives forth a sound
It's got wires that vibrate and give music
What can this thing be that I found?
