So, an update through this post - I've managed to get Boost libraries that must be built separately (such as boost::asio) working through:
(a) installing MSVS-17 CE
(b) installing 'native' boost and not the MinGW packaged boost from here: Version 1.64.0
(c) following the 'Boost Getting Started on Windows' instructions from here:
Boost Getting Started on Windows - 1.64.0
