You might want to start by checking that you downloaded Microsoft Visual Studio rather than Visual Basic.
As for starting a blank project: it should be quite easy to figure out, but I do have two tips:
- When you are creating the project, you will likely see a bunch of options for project types. Choose the one that says something like "console project" if you're going to write a program involving a command prompt rather than a graphical user interface.
- If the option for precompiled headers is checked, uncheck it. This feature can be pretty useful for large projects, but for a beginner who is just starting out, it can make things confusing or become a crutch.

sorry apparently I do have Visual Studio. I still dont see the new project and then C++ option.
If you install Visual Studio, then you will see something like this.
If you don't, then you've installed the wrong product or there is something wrong with your installation.
Note that this is under file -> new -> project.
