If I'm not mistaken it comes with Visual Studio, so if you have that you're set.
There's a download link about halfway down this page (way to hide it, Microsoft). It's an old version (the page says 2004, anyway) but I can't imagine a make tool changing much in the past 6 years.
Or you could get MinGW and use GNU make if you're using this in your own project, there are a lot more resources for that program.

I'm not running Windows right now, so can you tell me if that download is nmake itself, or if its an installer?
