    Usually, it just means creating a project and then go on building as usual.
    There are both very easy to use.

    You don't need to download and install a compiler or set it up properly, even, which may differ with C::B (I don't have much experience with it).

    There are both very easy to use.
    I think so too, though perhaps a beginner will find them both as difficult to use :P
    From what I see, the main advantage of MinGW and Code::Blocks where beginners are concerned is that the download is less intensive than Microsoft Visual C++ Express, and that may be an important factor for those not blessed with a fast Internet connection.

    You don't need to download and install a compiler or set it up properly, even, which may differ with C::B (I don't have much experience with it).
    There is a Code::Blocks + MinGW bundle available for download, thus eliminating the need to download the MinGW port of GCC separately.

    True. I know of that one. Then they just have to pick the correct package instead
