Help with writing/reading files

Normally I would just asked for some help with my C class homework, but I truly have no idea how to write or read into files.

this is the assignment

I have no clue where to start because last week I had to stay home due to my little brother catching pneumonia for the umpteenth time, and I missed the whole chapter, and reading the book is nerve-racking because I cannot figure it out.

If anyone could help me a bit it would be great.
