Code is just text, so all you need it a text editor to write it. To turn code into a running program, you need a compiler. A lot of compilers come with text editors, so you can look for one of them. Visual C++ 2005 Express is what I use, and it's free.

If he wants to be a programmer, then he needs to learn to use google. Also, there are about 3 million starting programming C guides on the internet. Infact several guides on this very site. I did not slam him, and I did push him in the right direction. Perhaps you should read that link too. When someone is too lazy to search then they are not worth my time and are detracting from the time that could be used helping other people.
I don't know about others but I would rather have people who want to learn and are willing to teach themselves than people who ask before they search and try and find out on their own. Someone can always come here after searching and ask, hey I found these 3 sites, which would you recommend. I would gladly look through the sites and answer that question.
I just don't see what's productive about bashing him instead of telling him to search for a compiler. You don't even have to say which compiler, just the word compiler would be enough. His request was what program he needs, not everything to be done for him. I can't decide if you guys are being lazy or just plain mean. You're acting like he was asking for you to write all of his programs so he wouldn't have to do any work...
He also could have found the answer by searching in less time than it look to register on this site and post the question.

All the basic information is out there on the web. There's no need for us to reanswer all these questions. The first link you get when you do a google search for "c programming" is this site. And you know what's on the page for that first link? This:
