Sending input from HTML/PHP to C

I'm trying to create a web interface to an Oracle database on a linux server and I need to figure out how to send input data from a web page (such as username/password) to a c program so it can interface with the database from there. Because it's a university server I can't edit the PHP ini file to allow PHP files to access the database and my attempts at adding compilers options have been unsuccesful as well. If anybody knows a way to do this in HTML or PHP (Preferable HTML but I'm willing to use whatever I have to at this point) it would be greatly appreciated.

Implement it in a language of your choice.
If you dance barefoot on the broken glass of undefined behaviour, you've got to expect the occasional cut.
If at first you don't succeed, try writing your phone number on the exam paper.

    Put simply,
GET data winds up in the environment variables and POST data in stdin.
