It's probably because you have not created a project.
From scratch
- Launch Dev-C++
- File / New / Project
Select Console
Select C project
Tick Default language
Replace 'Project1' by a name of yours
Click OK
Save the project (give a name)
Now, you have a main.c like that:

#include <stdlib.h>
int main(int argc, char *argv[])
{
system("PAUSE");
return 0;
}
Press F9
Save main.c (at the same place than the project file for a start)
A DOS window must display:

More likely

on your machine.
If this doesn't work, the installation is bad.
Uninstall / reinstall.
