Couple things:

It's application, not amplication.
Do you really have any other programming experience? An Internet app isn't something you undertake after a couple weeks of learning.
"Internet application" is a really broad topic. Anything specific you want it to do? Play a cute little movie? Let you view the user from the secret camera you buried in their dirty laundry?
There is no one function for Internet apps, simply because it's totally open-ended. It'd be like if there was one function to make a business app (if only )
Yeah - your only 10 years late!!!

If you want to have a go at messing with the internet - C/C++ might not be the language you need, but then I suppose this would be specific to what you wish to achieve.

I mean what are you after...

    Email client??
    CGI??
    Games??

when was the last time you saw a dos internet application worth using, at the very very least you should be using a console if not a full windows application. leave dos programming where it belongs - fanatics and hangers on. Use a windows app - if you want dos post to the dos board!
Windows apps are not only more stable - better media support, better tcp/ip support!
