i wan a do this 1.i just want 2 record the sppech through spk.phone & store it in database so that it can be reproduce the same sound when retrived.
plz.... let me knew the preperation & concept i have 2 be familiar with.
amd just give me the procedure of recording & sampling the data so that it could be stored in data base

and i have a Turbo compiler
I'm sorry, I don't have experience with Win ME programming. But from other Windows variants I know you can use the multimedia functions of the Win32 API to control sound cards. I think Win ME also offers that API.
Can the Turbo compiler create applications for Win32? You could consider downloading the free Borland C++ 5.5, it can be legally downloaded from Borland's site.
This site http://www.wotsit.org/ has a lot of info on file types. You can use this information to learn how to store your sounds.
it does'nt matter wich compiler & which os .U just give the brief description of the process which i should undergo.U can sugest me OS &Compiler , i shall install it.
