How do you make a menu and chapters on a dvd?

let's say I have alot of digital photo's and some small avi movie clips.

How can I create a menu with the diffrent events (lets say barbecue, hanging out, ... ) and then you can choose to see the pics and play the movie clips.
Each pic should be a diffrent chapter so you can navigate through the pics wih the forward and back button on the dvd remote.

What programme can I use to do that.
And what programme can I use to convert the avi files to dvd format?

here's how to create menu.
But they say it's more trpouble then it's worth so I have to be honest, I stoped reading after that :D

I also think you can use adobe encore for that but I think that solution will have a bad '$' influence on your wallet ;)

there are a bunch of programs for free that you can do that with... I don't remember off the top of my head (they're all on the other comp), and I don't like any of them, but they get the job done...

actually, nvm... they were for VCD's and I don't know if they had DVD capability...
