I guess they figure there are some analysts out there that are well in touch with the situation and this is a kind of way to pay them for their insight.

Sounds a bit gross, and I can see it being abused. Typical sounding Pentagon scheme really.

If you had predicted a terrorist act, say Bali Bombings or S11 and bet on it. I think you would get more than cash from the government.

I would expect to spend considerable time undergoing 'torture lite'.
