Using wrapping code icon doesn't work?

I've seem have lost the ability to use bold, italic, wrapping code, etc.. in the posts.
    Is this just me?

I get maybe two dozen requests for help with some sort of programming or design problem every day. Most have more sense than to send me hundreds of lines of code. If they do, I ask them to find the smallest example that exhibits the problem and send me that. Mostly, they then find the error themselves. "Finding the smallest program that demonstrates the error" is a powerful debugging tool.

I can quote, however I can't use any of the other features. Not even in advanced.

I'm thinking they are javascript, however? Perhaps check your javascript options or try another browser?

You could also check the Error console to see if there's any error. And (I hope not), some extension might be causing problems.
