    is this a scam?

I was looking on eBay, when I found this item.
I don't see how you can fit so many versions of windows on a cd or usb stick.
And it seems to good to be true. Am I reading this wrong, or are they really selling full versions of windows to me for $15?

Looks to me like Its the automated installation disk used by OEM builders, I used it regularly when I worked as a techie building systems.

It allows you to put the disk in and walk off and it installs and sets the system up according to the footprint (homepage, contact info, wallpaper, installed programs etc) then (like it suggests) use the disk to do a re-install .

So its fairly useless in itself unless you have the serials/installation disks already.
