Yeah, it should be right under "notification type" and about "Submit New Thread". Maybe you need a minimum amount of posts, first.

I've got it and I've got less than 1000 posts. 7smurfs, make sure you check the new thread page instead of just the reply page. It's never on the normal reply page.

my small amout of posts...
I have to write a lot of code, so I'll come of with
lots of problems to solve==many posts
