    Roberts has been nominated to replace him. It is both a safe political (Roberts is going to be confirmed) and practical (maintains a full court) move.

    Eh? Roberts was already filling a vacancy. Shifting him to fill another vacancy won't fill the court.

    O'Conner's resignation is worded so that she will continue to serve until she is replaced. By having Roberts replace Rehnquist, you don't replace O'Conner, and therefore, the court stays full.

    Roberts will not replace Rehnquist -- O'Conner will. Roberts will be just filling a vacant chair.

    WTH?!? Why is he not nominating a current justice for the chief justice spot? Isn't that how it traditionally worked?

    No. The job is nominated by the president...I had to wiki it. But in acuality only 3 of the 16 C. Justices have been nominated from the court:
