If you don't have any luck, there are internet utilities that do it. I don't know if you'd find a low-quality free one on the internet for Vietnamese, but I'm sure some of the paid sites will do it.
i have found free Vietnamese -> English dictionaries on the internet but no free Vietnamese -> English translators.
I tried using the Viet -> English dictionary but the task is long and arduous (and very error prone).
