It says that I or me (I don't know wich one to use in English), talking about a person, is himself "plus" the circunstances around himself. I don't know if it's very clear, but it says that a person has some innate characteristics, but they are modified/developed by everything arround you (other people, culture, anything).
The thing is that you are NOT born neutral.

I'd make everyone take a test before they tried to have a kid. You need a liscense to fish, but you can be a complete idiot and you can breed as much as you want, look at a Jerry Springer episode!
Then I'd give everyone (of legal driving age) a flying car and cover all the roads with grass and parks (except racetracks, they're ok)
