Things I would like to see changed:
1) Only so many negitive hits on a particular post
2) Requirement to put something in the feeback part if giving a negitive rep

But it still does nothing to stop the issue. Besides, if someone is spamming bad rep, it becomes rather obvious that they're childish.

I believe their name should be logged with it.
Their name is logged, its just not reported to you. I know the admins have access to see who gave it. Not sure if the global mods do or not.
XSquared the main reason I think we should have it is not for the childish ones but for the people who might be upset with a post and just click the link. I think by having to put something there it will make them think for a second of why they want to give a negitive review. It won't stop the arseclowns but I think it would be a better overall improvement.
