You can judge based on land conquered, number of different peoples conquered, duration, total wealth, per capita wealth, style and coolness, consequences (good and bad) for humanity (includes scientific and technological achievements and artistic and literary accomplishments), treatment and rights of its citizens/subjects, national bias, randomicity factor, or no reason in particular.
