If i interpret you correctly its kind of simple, really. A Discussion board such as cprogramming is not real-time in the sense of a chat client such as Aim or ICQ. In aim or ICQ you are directly connected to the person you are talking too, and can converse in real time as if you were standing right next to each other.

On a discussion board you post to a server, almost like sending email, and it remains as-is until another user sees it, and posts his or her message to the server. The biggest notable difference between the two is the lack of real-time with boards.

I appreciate that. To be more specific, what is the best use of each medium?

Matter of opinion there. I would list them as the following:

    Discussion Board:

Allows you to type more, as you dont have to type as quickly, and gives you more time to reply and research things to make your reply. A board also makes it MUCH easier to reference to past conversations and content.

    Chat Medium:

Gives you the ability to talk as if you were on the phone, or standing next to one another. Great for making plans if a phone line is busy, talking to girls, or anything else which requires a speedy reply.

No problem. If you are interested in furthering your knowledge in the topic, there are several PHP and OPENBB based message boards you can research, and some chat mediums are AIM, ICQ, IRC, MSN Messenger, etc.
