It's will always depend on many factors.
So I don't think you can have a specefic answer for those question.

However there are those out there that would regard a 100 line program better than a 200 line program which did the same thing. If the long program is easier to understand/modify/maintain - the longer is better.
Point - low line count ALONE is not an indicator of quality.

for me it takes 100-1000 lines for a good console program

Half-Life
Word XP
and my program (not very good)

If you had a bunch of good programmers and artists that didn't
need an income, you could make a game for nothing. I'm guessing
anyway.
I can't think of any reason why some games have $10million+
budgets.

a good piece of string is exactly 11 inches. however, a string can still be considered good as long as it is between 7 3/4 and 13 4/15 inches.
