I'm desperatly trying to learn php for my site. Just a simple message board. But if ColdFusion has anything to do with php, I would also very much appreciate knowing what it is.
Also....Does anyone know if geocities supports .css?

CSS is client-side. The server can't 'support' CSS.

Thats a really good server thats free with no ads, unlimited bandwidth, and PHP.
all you need to do is upload the .css file. All servers should "work" with it.
