It's just a prank Garfield. It will make your background image the current image of the desktop. If you then hide the taskbar, it will appear as though Windows isn't working properly when you click on the taskbar. I used to do it at college all the time, but leave actual program windows open. Very very funny. Bummer that it can't be done now as all the computers require you to log in, and any desktop changes you make won't be saved (they boot to a default background).
