If it's due to websites: Opera
If it's due to spyware: Ad-aware (find it yourself.)
Do a search for the Proxomitron,
second make sure that www.cprogramming.com www.gamedev.net and other sites are bypasted. This way they get there sponsership.

One disadvanage, is that some websites have pop up java script windows but opera kills those. You can tell if this happends, when the screen flashes quickly, and nothing pops up.
