You can dowload themes off the net. They usually also state how they should be installed.

I forgot about that. There's just too many ppl on that server, so you gonna have to try another site or come back another time.

I don't consider the ability to change the colours on my desktop a third-party program. Even if M$ has contrived to deny the configuration setting, so that you need a third-party program to set it.
