A good place to start would be the book list at opengl.org found here
The "OpenGL programming guide", more commonly known as "the red book". It is the official guide to OpenGL and is published through Addison Wesley.
"Queen and huntress, chaste and fair,
Now the sun is laid to sleep,
Seated in thy silver chair,
State in wonted manner keep."
www.gamedev.net have an openGL section where you can download a free copy of the "red" book - I think it may be an edition out though.
The Red book is the best you can get, but it uses the glaux library whihc is out of date really. Go to www.opengl.org or www.gamedev.net and checkout the booklists there

I recently bought the book and as usual I did a fair bit of review reading....almost all reviews I read stated that this was about the best OpenGL book out there
Cool, about time I got it then really. I bought the OpenGL SuperBible which is good for starting out but seems to be lacking in some stuff - texturing springs to mind
