I'm assuming you'd need the PS2 SDK, plus it will not play burned discs without a modchip.

Goto metroworks.com. Codewarrior has a PS2 version but it is big $$. If you do buy a PS2 compiler, it is really gonna cost you.

You could use the ps2 linux kit, but that requires everyone who plays the game to have the linux kit as well. It does, however, still give you low level access to all the ps2 hardware, should you choose to use it.
