Have you thought about going into "my computer" and then the hard drive Dev is on and after that manually deleting the whole folder? How about going into Start->Settings->Control Panel->Add/Remove Programs->Click on Dev->Click on Change/Remove?
Btw, I'm not sure what you're talking about; Dev Pascal works perfectly fine. I started out programming with Pascal back in November, so I'm sure you should be able to figure out.
