I can't really understand your question
what does signature stand for?
Have anyone actually programmed for all three of them.? What is the difference? I think that api32 programs look like crap when they get bigger but I never programmed UI for any other OS. I read that UI interfaces for KDE and Gnome looks sharp compared to api32 or mfc. ANy one knows about mac? What compiler is used for mac gui's?
Not too many people know the answers because the Monoply forced itself upon the rest of the underdeveloped world. In another five or ten years people will be able to appreciate more solutions. For the moment though it is difficult to see because people are being dominated.

For some time I thought that the .NET strategy could be the bridge to link it all together but it is only a tinny part of MS .NET frame work that have been submitted to the ECMA standard. No GUI or security routines will be standarized and there for not be guranteed to work cross platform. Whats the point of that? I know Bjarne Stroustrup have said he would like to see a Standard C++ Gui library but that it was politcly impossible.

that is because when running from command line, your progams can be made from the C++ standered. Like you can in windows.
Also I belive that KDE/Gnome/ect have difffent api's.
