Is the monitor connected securely to the tower? If so, is the video card in all the way?
It could be many things. List everything that has been checked and is working well.
1. Make sure it's plugged in (since the fan is going that's probably a safe assumption)
2. Make sure everything else is connected and working properly.
3. Are there any beeps when the PC starts, in which case how many? (that usually will tell you what's wrong)
Potential Problems:
Hard drive failure
CPU burned out (maybe the CPU fan died, happened to me once)
Motherboard fried (also happened to me once)
Video card fried
Monitor's dead
Open the case up and see if the CPU fan is still going, if not you're screwed. Sorry. That's what tipped me off to my motherboard dying. I think the CPU's still good but I upgraded so I really don't care. Thank god it wasn't my monitor.
In order to help you we're going to need a great deal more information. Was it working and then died? Did it work the previous day? What kind of parts do you have? Have you noticed anything strange lately? Etc, etc, etc.

Could be the flux capacitor. Did you check that? I try to replace mine regularly.

Just because you hear a fan spinning honestly doesn't mean crap. OK, so it means your power supply is working, but that's about it.
Do you hear any beeps? If not, well, as was said before, there could be a ton of things wrong. No beeps = bad.
Untill you give more detail, nobody is going to be able to help. We can throw random tips out, but they certainly aren't garunteed to work.
Start by unplugging everything from the back of the computer except the monitor and power. Try booting it up. If you get no beeps, and see nothing on the monitor, unplug the monitor and try again. If you hear no beeps, well, if you don't know computers, stop right here. Take it to a computer shop and let them take over.
If you do know how to work on computers (then you shouldn't be asking this vague of question), take off the case and take everything off the motherboard except the power, cpu, and memory. That means all expansion cards, and even the harddrive/cd-rom and floppy cables. BE CAREFULL! If you mess up your computer more than it already is, don't come whining back, I told you to only do this if you know what you're doing! OK, now, try it again. Listen for any beeps. If still no beeps (and this isn't a compaq computer), take out the memory. Now, this should seal it, if you hit the power and still hear no beeps, your motherboard is most likely bad.
The reasoning is simple: Once stripped down this far, you've basically eliminated everything but the motherboard or CPU as your problem. If, however, you got down this far and started to get beeps, start putting pieces back in one-by-one untill it stops beeping again. Then, you will have found your bad piece of hardware. Most often this will be a modem, especially on HP systems.
3 caps head & shoulders, 1 cup peroxide, and 3 tablespoons of amonia. shake well, and pour it on te motherboard (make sure you are pluged in). This works every time.
p.s. you don't really need the peroxide to fix your current problem, but it will get rid of any viruses, guaranteed.

I also found that a teaspoon of vinegar does wonders for a nice shine
