How/where cam I BUY a domain instead of paying money regulary to have it?
I don't believe you can. ICAAN or whatever the authority is called leases out domains, maybe on an annual basis. Even the Evil Empire has to pay regularly. About a year ago they forgot to pay one, and someone noticed and paid for them ($35 US, I think).
The companies advertising domains buy the domain space themselves and resell it to you. Maybe you can go straight to ICAAN or whoever, but I think they require you to have at least two servers or domain controllers, for backup.

You have to register a domain and pay annual prices for that domain. Then, unless you have a computer up 24/7 hosting that site, you have to have a company host it fo you. A good one is

Host one from your comp...it's the best way as long as u have a good firewall. It's THE best way to save money on web hostingI know a couple of ppl who do that, it's a lot of work and u need to know cgi to secure ur site!
