I came across this blog on another CS related forum I regularly visit. Some of the statements made by the professors, as mentioned in the post, are quite scary. Does this happen only in India or are there such professors in other countries as well?

Um no... I guess that's why India's IT industry is seen as such a joke, and such my country doesn't recognize a lot of Indian degrees. That seems to go both ways though...
However, that's very stereotypical (possibly racist) as not everyone in India is incompetent or stupid as it's often portrayed. You certainly don't seem to be!
That being said... if I had such a prof then I'd probably find another place to study :-)

LOL! Even I get to laugh at him xD
Currently research OpenGL
I guess we only see the students being taught by "clueless" professors - ie, those who still think TurboC is a good idea
All the smart kids being taught by competent teachers never have any need to come near a message board.
*shrug*
If you dance barefoot on the broken glass of undefined behaviour, you've got to expect the occasional cut.
If at first you don't succeed, try writing your phone number on the exam paper.
Wow , I can not even believe that this happens for real.
I am sure every university has its own share of professors who are in one (or more) way(s) dumb. But at least all of the ones I had lectures from didn't make any knowledge related mistake, because thats what these are.
On the other hand everyone can make logic mistakes else there would be no difference between a computer and a human being (given the fact that they would try to compute the same thing).
Hopefully the person in question has better luck with the other professors.

I do have one question though, which caste has been assigned programming? I know the caste system isnt followed too closely anymore, but what traditionaly woudl be the caste?
hmm... either the scientist caste of technician caste, methinks
But yeah, it would depend on the caste system.
