The only solution that will work (for only employed health benefits) is requiring employers to provide health insurance. The McDonalds Etc. Inc. lobby will apply the formula. Which costs more, providing mandatory health care, or fighting mandatory health care legislation.
This is why universal health care is the only solution. It doesnt trigger the 'It puts us at a competitive disadvantage' knee jerk response.
