it's probably possible, but the connection would be horrible. doubt you could get 10k on it.
I have some experience with CDPD, and (as of 1998) 19.2kb was the rate for cellular communications.

Everything is possible if you have the money to keep it running.
I know it is possible here. I also know that here cell phone providers don't offer flarates. You have to pay per minute. And it's not cheap.
