    Task Manager

I was wondering if there is a better program to use that can monitor how many resources my program uses such as CPU time, memory, memory requirement change, or network usage. I would hope that the program would be more accurate than windows task manager... But I have no idea if there is one out there that is widely used on windows with good results.

I don't know about "more accurage", but there's certainly more information that can be mined and displayed.
I use process explorer for most resources-in-use information: http://www.sysinternals.com

There is also performance monitor which can be found under Control Panel->Administrative Tools->Performance. If you click Add Counters..., you will find many useful counters under the Process and Thread categories.
