If you have the .devpak file you can open PackMan.exe in the Dev-Dpp directory and click install, find the file, and hit open.

But there is no any informain or command object alike "install" in the packman.exe file. my copy is 0.2.5. May it be outdated? If so how can i find the newer of it?

oki doki.. i find it in a newer ver. of DevCpp.. the initial packman version of the new has lots of new commands etc.

You can simply check for updates in Tools->Chech for updates/Packages... menu in Dev-C++...
