PC game editor, I need help

I have an older PC game...Septerra Core.
I want to create an editor to alter my saved game files.
I have an idea of how I want the editor set up.
    So my question is:
    (1) Does anyone know of a good website with tutorials on how to create a PC game editor?
    (2) Does anyone have some spare time to help me bring my idea to life?
I have some BASIC knowledge of C, and C++.
I have Bloodshed Dev and the Borland 5.5 compiler.
I played around with some cheasy code and the compilers, so I have an idea how it all works together.
I appreciate ANY help, tutorial or otherwise.
Thanks, and by the way, GREAT website.

first try opening the saved game in notepad and see if you can read it that works every so often.
